N2  - Technological developments continue to move rapidly during the Covid-19 pandemic. In Indonesia, cyber surveillance has been carried out by the Badan Siber dan Sandi Negara (BSSN). In cyber surveillance, problems often arise. Such as the problem that recently occurred, namely the leakage of public data on PeduliLindungi Application. Leakage of personal or public data can be regarded as a crime of misuse of information systems and personal data. This can happen because of the act of hacking. Of course this is detrimental to data owners. Currently, Indonesia itself does not yet have a Personal Data Protection Law. Various policies and regulations are still scattered in at least 32 different laws and regulations. So this study aims to find out how the security of personal or public data is as long as the Personal Data Protection Law has not been ratified and to find out the legal problems in the PeduliLindungi Application in protecting personal or public data during the covid-19 pandemic. The type of research carried out in writing this law is normative research, where the research is based on primary, secondary and tertiary materials with systematization between laws and regulations. Data collection techniques in this study used library research techniques based on literature related to the problems discussed. The results of the research show that the security of personal data as long as the Personal Data Protection Law has not been passed has resulted in many violations in the cyber world. Because basically, personal data is sensitive and confidential so it is vulnerable to violations if there are no legal rules or laws that regulate it. This personal data breach can be in the form of personal data leakage and misuse of personal data. Then, the legal problems that arise in the PeduliLindungi Application in protecting public data are not in accordance with the existing principles of personal data protection.
