Abstract

The purpose of this study was to identify and find efforts to improve teacher innovative behavior through the development of aspects of teamwork, empowerment, and visionary leadership. This study uses a combination research method (mixed methods) with a sequential explanatory design approach. To perform optimization, each indicator is weighted using SITOREM analysis (“Scientific Identification Theory for Conducting Operations Research in Education Management”). The affordable population in this study were 328 civil servant teachers at public high schools in East Jakarta which were calculated using multistage proportional random sampling. While the sample size is 181 teachers which is calculated using the Slovin formula. The results showed that there was a positive and significant relationship between: 1)teamwork and innovative behavior of teachers (Sig 0.000 <0.05 and tvalue = 7.526 > ttable = 1.973) and qualitatively teachers have shown similar goals, cooperation, mutual contribution, belonging, mutual trust and trust; 2) empowerment with innovative behavior of teachers (Sig0.000 <0.05 and tvalue = 7.597 > ttable = 1.973) and qualitatively teachers have been empowered so that they are able to discover their potential and limitations; 3) visionary leadership with innovative behavior of teachers (Sig 0.000 < 0.05 and tvalue = 5,923 > ttable =1,973) and qualitatively the head will carry out visionary leadership; 4) teamwork and empowerment together with innovative behavior of teachers (Sig = 0.000 < 0.05 and Fvalue =41.988 > Ftable = 3.05) and qualitatively teachers have good teamwork and empowerment and are carried out together .; 5) teamwork and visionary leadership together with innovative behavior of teachers (Sig = 0.000 <0.05 and Fvalue = 33.990 > Ftable = 3.05) and qualitatively teachers have good teamwork and are supported by principals who have visionary leaders; 6) empowerment and visionary leadership together with innovative behavior of teachers (Sig =0.000 <0.05 and Fvalue = 33,259 > Ftable = 3.05) and qualitatively teachers have been empowered through the visionary leadership of school principals; 7) teamwork, empowerment, and visionary leadership together with innovative behavior of teachers (Sig = 0.000 < 0.05 and Fvalue = 28.875 > Ftable = 2.66) and qualitatively teachers have good teamwork and empowerment and are supported by the visionary leader of the principal so as to produce innovative behavior in carrying out work. Based on the SITOREM analysis, the results of the optimization of the priority order of handling on the indicators: 1) play a role in organizational achievement efforts; 2) organizational support; 3) delegation of authority and freedom of work; 4) concern for work; 5) cooperation; 6) communication; 7) guide; 8) change agent; and 9) promote the idea. Meanwhile the indicators that are maintained or developed are: 1) competency improvement; 2) exemplary superiors; 3) self-confidence; 4) self-determination; 5) mutual contribution; 6) mandatory; 7) common purpose; 8) mutual trust and trust; 9) coach; 10) spokesperson; 11) realizing the idea; 12) generate ideas; and 13) exploration of opportunities
