Abstract
Social assistance is the provision of assistance from the local government to individual families, groups and/or communities. The nature of this assistance is not continuous and selective. The goal is to support the achievement of program targets and local government activities by taking into account the principles of fairness, rationality and benefits for the community. Corporation is a company which is a legal entity. It is known that many corporations are legally involved in committing criminal acts of corruption that cause suffering to the community. Identification of problems from writing this law, namely, 1. What is the authority of the Ministry of Social Affairs in providing direct cash assistance in the context of overcoming the impact of covid 19, 2. How is the implementation of providing direct cash assistance in the context of overcoming covid 19, 3. What are the obstacles faced in providing direct assistance cash in order to overcome the impact of covid 19 and how to solve it? The nature of the research in legal writing is descriptive analytical, with normative legal research types, and data collection through library research and field research. The management of the data from this study was carried out qualitatively, namely data from the results of library and field studies were analyzed in a qualitative manner. Based on presidential regulation number 46 of 2015 concerning the ministry of social affairs, it is stated that the ministry of social affairs has the task of administering affairs in the fields of social rehabilitation, social security, social empowerment, social protection, and handling the poor to assist the president in administering state government and inclusiveness, including the distribution of social assistance. . But in its implementation there are several inhibiting factors. One of the obstacles to the distribution of BLT in Parhundalian Jawadipar village is the lack of public understanding of what BLT is. This village fund BLT exists due to the emergence of the COVID-19 pandemic. Obstacles encountered in implementing BLT include, among others, that the Village Fund has been used up for other programs, namely for road construction, the emergence of new data or one family head (KK) is registered in many Ministry of Social Assistance programs.
