Abstract
The Covid-19 vaccine certificate will be a mandatory requirement agreed upon by the world as mandatory access for visits both domestically and abroad. Based on this prediction, the Vaccine Certificate is given to the public as a marker after carrying out the Covid-19 Vaccination, the Vaccine Certificate is as a personal protective device and forms protective behavior from the threat of Covid-19. Therefore, a research was conducted by raising the following problems: (1) How is the Analysis of the Position of Vaccine Certificates After Vaccination Implementation in the Context of Combating the Corona Virus Disease 2019 (COVID-19) Pandemic? (2) What are the legal problems that arise in the community regarding vaccine certificates as a condition for community activities and how are they resolved?. In carrying out the research, the type of normative legal research is supported by empirical legal research with an analytical descriptive nature, while the research data collection techniques used are based on literature studies and interviews which are then analyzed qualitatively by using words by arranging them systematically with the aim of being able to describe and describe the problems discussed so that they are easy to understand. With the passage of time and the application of more and more New Normals, public facilities that were opened with the PeduliLindungi application developed as a requirement to enter public facilities. The PeduliLindungi application is used to scan barcodes that will detect whether the user has received the vaccine or not. This PeduliLindungi application also provides online vaccine certificates that can be carried everywhere by the public and make it easier to enter public facilities. Currently, with the new regulations that require vaccine certificates or PeduliLindungi applications to enter public facilities, it is hoped that it will help the government meet the target number of people who have been vaccinated in Indonesia. Massive use of the PeduliLindungi application in Indonesia must also be followed by an even distribution of technological convenience in various regions, or making it easier for people who do not have access to the PeduliLindungi application with other conditions that of course prioritize safety, health, and public security so that discrimination does not arise against the community.
