Abstract
To carry out orders from the UUPA to create people who are aware of land registration, the government, especially the National Land Agency (BPN) as the state administrator in the land sector, in this case has several programs, including the Complete Systematic Land Registration (PTSL). This program is intended so that all people from the middle class to low economic groups can have a certificate of ownership of land at a low cost. The nature of the research in writing this law is descriptive analytical with the type of normative research, while the data collection technique uses library research techniques, and data processing is carried out qualitatively. The results showed that the implementation of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Land Registration based on community participation in the City of Bogor was carried out by the National Land Agency (BPN) of Bogor City in the 2018 PTSL implementation in the form of community group involvement. (Pokmas) through formation. However, since 2019 Pokmas has not been involved because after being evaluated many problems were found. BPN then coordinates with all sub-district heads by involving regional elements, namely the Lurah, RT, and RW. In addition, from the BPN also formed six teams that are ready to move to each sub-district and village in the implementation of PTSL. The problems that arise in the implementation of the PTSL program based on community participation in Bogor City consist of internal problems which include lack of coordination between Bogor City BPN agencies and other agencies, problems in carrying out tasks in the Survey, Measurement, and Mapping Section, as well as the existence of levies. illegal activities (extortion) carried out by elements implementing the PTSL program. Meanwhile, the external problems faced by BPN Bogor City generally come from the people who control the land parcels and also factors in the field conditions.
